Standards, used exactly.

The vocabulary of information management is used loosely across the industry. Here is how we use it: what each term means, which document defines it, and where a requirement applies. Where we could not confirm something, we say so.

ISO 19650

Information management, in six parts.

Organization and digitization of information about buildings and civil engineering works, including building information modelling. Parts 1 and 2 are the ones a design team works to every day.

PartTitleEdition
ISO 19650-1Concepts and principles [1]2018
ISO 19650-2Delivery phase of the assets [2]2018
ISO 19650-3Operational phase of the assets [3]2020
ISO 19650-4Information exchange [4]2022
ISO 19650-5Security-minded approach to information management [5]2020
ISO 19650-6Health and safety information [6]2025

A revision of parts 1 to 3 is in draft; the editions above remain in force until it is published.

Information requirements [7]

OIR Organizational information requirements
In relation to the organization’s objectives.
AIR Asset information requirements
In relation to the operation and maintenance of an asset.
PIR Project information requirements
In relation to the purpose, design and construction of an asset.
EIR Exchange information requirements
In relation to an appointment. In ISO 19650, EIR means exchange, not employer’s.

The common data environment: four states [8]

  1. Work in progressEach team’s own working information, not yet shared.check · review · approve
  2. SharedChecked, reviewed and approved for others to use for coordination.review · authorize
  3. PublishedAuthorized for use: construction, or handover to the client.
  4. ArchiveThe record of every transition, kept for the life of the asset.

Status codes [8]

ISO 19650 asks for a status on every container; the codes themselves come from the UK National Annex (BS EN ISO 19650-2, table NA.1). Our drafts carry S2.

Tool · container names

Check a container name.

Under the UK National Annex (2021), a name has seven fields: project, originator, functional breakdown, spatial breakdown, form, discipline, number. Type a name to read it field by field. It is checked on this device; nothing is sent. [9]

    LOD · LOIN

    Level of development, defined exactly.

From the BIMForum LOD Specification 2025, which uses the AIA definitions. An LOD describes what an element can be relied on for, not how detailed it looks. [10]

    1. LOD 100May be shown with a symbol or other generic representation; does not meet LOD 200.
    2. LOD 200Shown generically, with approximate quantity, size, shape, location and orientation.
    3. LOD 300As designed: quantity, size, shape, location and orientation can be measured.
    4. LOD 350As 300, and its interfaces with adjacent or dependent elements can be measured. This is the level for construction coordination, and the level we model to.
    5. LOD 400Detail sufficient for fabrication, assembly and installation.
    6. LOD 500An existing or as-constructed condition, from observation, field verification or interpolation. Not a level above 400.

Level of information need (LOIN) is the newer, broader idea: what geometry, what information and what documentation each purpose needs. It is set out in ISO 7817-1:2024, which replaced EN 17412-1:2020. [11]

    Formats

What you receive, and the open formats behind it.

    Drawings
DXF and DWG, and PDF, organised with clear layers and naming.
    The model
The coordinated model, and a walkthrough video taken from it.
    IFC 4.3
The open schema for building information, published as ISO 16739-1:2024. [12]
    BCF
The BIM Collaboration Format from buildingSMART International: issues, with their viewpoint, exchanged between BIM tools. [13]

    Signature

Signed by a licensed engineer, as the law requires.

In Jordan, projects may only be carried out under drawings issued by engineering offices registered with the Jordan Engineers Association, signed by registered engineers each within their specialty, and certified by the Association (Law No. 15 of 1972, article 23). Every drawing and model we deliver is reviewed and signed this way. [14]

    Requirements in the region

Where BIM is required, and where it is not yet.

Checked on 22 October 2026. A requirement we could not trace to an official document is not stated as one.

    WhereWhat appliesState
QatarAshghal (Public Works Authority) requires BIM on public infrastructure and building projects, across the lifecycle. Its BIM standards (2022) build on ISO 19650. [15] [16]Required
DubaiDubai Municipality Circular 196 (2013): architectural and MEP work in BIM for buildings over 40 floors or 300,000 sq ft, specialist buildings such as hospitals and universities, and buildings for foreign offices. Circular 207 (2015) extended it to buildings over 20 floors, facilities over 200,000 sq ft, specialist facilities and all government projects. [17]Required
Abu DhabiA Department of Municipalities and Transport guideline (2022) asks for BIM documentation on capital projects only; development permits are unchanged. We found no general requirement. [18]Capital projects
Saudi ArabiaRequirements are reported, but we have not found the official instrument behind them. We do not state one until we have.To confirm
JordanNo BIM requirement. The Ministry of Public Works and Housing and the Jordan Engineers Association have set up a forum to promote BIM. [19]Not required
